Also, if the map were a keyed sticker (notch on the North direction) then the manhole covers could be mass produced with an "N" wedge and curve [e.g. (N>]. Also, it would be easy for an arrangement to be made with a nearby merchant to mop the map every so often. P.S. The bump on the cover's underside has a safety benefit in that it props it up when dismounted. Then the worker can readily hook on to drag it back into place.
