Adding the condition of only one litre of petrol would definately mean tactics would be needed, but is the race won by whoever travels the furthest or by who completes the set course the fastest?

I’m guessing it’s something along the lines of giving the cars just enough fuel to finish the race, and then the drivers having to carefully manage their reserves to try and be the fastest without running out. Definately could be interesting, but man how frustrating will it be when the top 5 cars run out on the last lap, then the more conservative drivers come through to win.
