Big Ollies are basically non existant. The wheels and truck system are also inefficient, even the kingpin is missing which makes turning sideways impossible, and yeah, too many bolts. Also the board is flat when most of them are curved, this guy should have checked a real skareboard before creating a concept likes this. Way too many flaws.
I (as a product designer and fellow skateboarder) don´t think it´s near neccesary. It complicates the handling and as everyone already said, it doesn´t get any more portable. This is an example where Mies van der Rohe´s phrase come into play: Less is more.
A bad idea well designed it´s still a bad idea. Cool renders aren´t enough.

This basically nullifies the ability to do the trick boardslide and most flip tricks would be very unconfortable to pull. As mentioned above, how would you do some grinds with that thing? This is only one example...
It's not really about the price or that the hinge is not the best reason to make it more portable. It's about designing a product which lost it's main function it was purposed for - skateboarding.
Am I too serious? :)

beside that no one was waiting for a foldable skateboard, this concept lacks of understanding the way of skateboarding and it’s lifestyle.<br
