In my opinion, there's still work to be done here, but there's nothing fundamentally wrong with this design.

The shape is just simple enough that you don’t have to park the bike where the handlebars would dig into your back. And if you think about it, a few people would sit in such a uncomfortable seat, and the opportunity to park two bikes and save space would be lost.

The issue is the height, for a starter. The user on this is pretty much anyone and everyone, from any and all backgrounds. Unlike many other products, there are no instructions of use therefore it should be as intuitive to use as possible.
True people do perch, sit and swing like apes on pretty much anything, but that’s at their risk. if you install a product that could lead to an injury you will be liable. hence in the uk street furnishings play safe. I myself have attempted to morph benches with bike racks with lean to seating with limited success.

Right or wrong there is a public duty of care that has to ensure that products installed in the public domain to not cause harm or discomfort to the user.

The user on this is pretty much anyone and everyone, from any and all backgrounds. As one solution to the situation, we put up P+bike system. The examination of preexisiting bike racks in the streets of Korea reveals that there're too many of them left uncared for, broken and bikes thrown away. To overhaul these problems, the new design of signpost, bicycle rack and bench came about in an attempt to elevate the value of environement not only on keeping but riding a bike through instilling in the public the idea of a bike being an important transportation option and their personal property as well.

It’s shameful to admit but Koreans seriously lack the understanding about the importance of a bicycle, which results in the incidents like missing, theft, breakeage. Taking form of benches and sign posts, the system allows for easy lock up and provide equally important function in adding street seating and information points. Well thought out. (via Yanko Design). If I'm not mistaken, you're supposed to just lean your bike against the bench.

There isn’t a slot to stick the wheel into.
