This is a horrible idea. O2 is extremely flammable. Even though its only for breathing, real fire fighters use compressed air, not O2 because it is not explosive. Pure oxygen IS a fuel for fire. As for the balls of powder, if they contain enough powder to do the job they would be massive and if they exploded with enough force to spread the powder, they would scatter burning embers everywhere.

just because the balls are small doesn't mean there useless. When someone talks about a huge fire there usually talking about the height of the flames when really they should be talking about the base area that it covers. For the fire is burning from the base. The biggest reason you need a lot of water to put out a fire is because your pouring it on top of the flames and a lot of the water is evaporating before it hits the base. But if you have capsules that literally explode when they hit the base of the fire and cover the surface with flame retardent then the height of the fire won't matter. Also think about how many people have escaped a fire but have severe respiratory damage. Also this isn't for putting out a small fire this is just for escaping a fire that is already out of control. I agree if there is a fire get ouside and call the fire department. But getting out without choking on smoke and clearing a flame free path is ideal.
